The last seven U.S. Administrations have declared energy independence to be of the highest national priority.  Despite decades of wars, embargoes, pollution, and price hikes, and years of undivided government where Democrats or Republicans controlled both the White House and Congress, no meaningful action toward Energy Independence has even been attempted. The H2earth Institute seeks creative informed public input on new approaches to energy policy, outside the scope of mainstream thought.  Over the next 18 months, the Institute will compile draft legislation for the next Administration and Congress.

Public Policy Recommendations

The H2earth Institute seeks to initiate or join others in participating in aggressive voluntary action toward solving the entwined problems of Global Warming, Peak Oil and Petroterrorism. Non-Governmental Organizations and entreprenurial technology ventures are demonstrably more dynamic, responsive, and effective than the political favoritism (subsidies, tax breaks, spending boondogles)  and bureaucratic red tape (regulations, permits, licensing) advocated by most Washington politicians, lobbyists, and think tanks.

Federal culpability in the current crisis is evident, broadly and in-depth, the result of bipartisan subserviance to and corruption by the dirty Big Oil industry.  In subsidizing Oil & Gas production by American companies in hostile foreign lands, by selectively favoring and suppressing non-fossil energy alternatives, and in myriad ways enfranchising a centralized status quo in energy and fuels markets, the government has ensured the present timeline through generations of graft, blunders, incompetence, and woolly thinking.   It is unlikely in the extreme that this same bureaucracy and political establishment can now, at the “Eleventh Hour, Fifty-Ninth Minute”, completely reverse its paradigm to meaningfully alter that timeline, which carries us to apocalypse.

What can NGO’s, the Private Sector, and local communities do, without the blessing of Congress or the federal bureaucracy, to avert the disaster which is now almost universally anticipated?

Private & Corporate Funding

  • Make new direct investments in emerging "Hydrogen-on-Demand" technologies, either in research ventures themselves, or by purchasing, using, and recommending the systems to friends and neighbors.

  • Move long term capital into a secondary trading market in energy crops, funded with $250 Million in private equity, to purchase and trade in new, non-food, farm-based fuel feedstock plants that can be grown on fallow land.

  • Invest in Microloans for Solar Concentrator projects in the [high sun] Southwest, particularly to benefit rural communities and Native American tribes.

  • Endorse the H-Prize and Contribute to the Automotive X-Prize, to inspire rapid, high-risk technological innovation in ways which overcome the hurdles of both conventional markets and traditional contracting.

Municipal Waste/Water Management

  • Campaign for your community to end the practice of landfilling wastes.  Support "0% Outgassing, 100% Energy Recovery" from all Municipal Solid Waste and Municipal Sewage Sludge. (whether via Biotechnology or Exothermic Plasma Synthesis).

  • Support moving all municipal water and wastewater treatment systems to 100% solar/wind power within five years for their pumping and processing energy  (one of the largest electric power consumers).

  • With your grocery purchases, expect full recovery of Methane and Fertilizer from all agricultural animal wastes.

Greening Established Electric Utilities

  • Use your power with electric utilities that adopt Algae-based CO2 recovery by fossil fuel power plants (before it becomes mandatory), and the use of more Refuse-Derived Fuels.

  • Speak out on behalf of the co-construction (or retrofitting) of wind turbines on major high voltage transmission line towers, which represents substantial wind construction cost savings.

Interim Automotive Solutions

  • Demand Flex Fuel capabilities in all new vehicle purchases

  • Shop for coverage with mileage-based Auto Insurance premiums (drive less, pay less).

  • Seek Industry based voluntary commitments to move all agricultural heavy equipment to BioDiesel within three years ("closing the loop"), all construction heavy equipment to BioDiesel within four years, and all overland heavy trucking to BioDiesel within five years.

Residential & Commercial Buildings

  • Purchase Solar Charging for all new residential, commercial and municipal outdoor lighting.

  • Vote for local property tax exemptions for Zero Energy Homes and Distributed Cogeneration.

  • Expect local building standards on "Deconstruction" of buildings being demolished, to recover wood wastes as energy, rather than decomposing in landfills (CO2 is better than Methane) through public/utility Refuse-Derived Fuel partnerships.

  • Commit to use only Solar Shingles in new construction or when re-roofing public and commercial buildings.

The Contribution of Social Education

  • Solicit corporate sponsorship for more university engineering competitions like the Solar Decathlon, Sunrayce, and Supermileage contests to encourage and focus creative research by emerging young scientists and engineers.

  • Organize parents to invest in each public school, and college/university, to provide financing to make them Energy Independent by renewable energy technologies - through hands-on student participation - within five years, as an educational project to encourage interest in Science & Math.

  • Employ greater use of Virtual meetings and Teleconferencing wherever practical, in lieu of corporate air travel.

  • Volunteer to implement major patriotic recycling campaigns, akin to WW-II metals drives, challenging your community to 100% public participation.

Megascale Counter-Terraforming Initiatives

  • Develop Homestead Appreciation Bond Financing to underwrite large scale (>1 BGPD) seawater transport pipeline projects across the Mex-American Southwest, Central Australia, Western India, and Sub-Saharan Africa, where Solar/Water energy stations along the pipeline provide on-site desalination to support the irrigation, enforestation, and colonization of the deep desert.

  • Proliferate new high-value applications for pure carbon (nanotubes, fullerenes, carbon PV, semiconductors, industrial coatings), suitable for distributed production, which facilitate large volume "Air Mining" of CO2 and fresh water in tandem by manufactured transportable atmospheric condensation "pocket plants".  The underlying technologies, though energy intensive, have all existed for years.

  • Advocate the installation of external electrostatic ion generators on commercial aircraft, producing Methane-destroying ozone and hydroxyl radicals in their wake, during the course of their normal operations.

 

 

 

 

 

 

 

 

 

 

 

 

The Institute is mounting a five-year crash program - in the private sector and with the participation of the general public - to develop and deploy practical [public domain] waterfuel technologies by 2012, through research and education focused on the prototyping and demonstration of consumer-scale  electrolytic converters providing Hydrogen-on-Demand for mass market automotive and home power applications.
