semi-autonomous teams to operate on a long term basis in support of
its 'Event-Oriented' objectives, to implement its strategic plan for
each Program Year. These will begin as temporary volunteer
positions, leading to fulltime paid staff openings until completion,
subject to the fulfillment of financial plans for each annual

Institute program plans
Annual Tactical Initiatives
The Institute is essentially embarking on a crash program to promote
public acceptance of waterfuel technology through technical
demonstration to the industrial and financial communities. As such, its
program is driven by special events, and definable programs of fixed
duration and measurable outcomes. This permits Institute planning to be
orchestrated on an annualized basis, and to differentiate its yearly
programs for individual sponsorship by targeted endowments. The
total Sponsorship sought for the 2007 - 2012 Program Plan is
$167,500,000.
A significant portion of this will
be invested in trust funds, equities, intellectual properties, and a
perpetual endowment which will remain within the corpus of the
Institute’s asset base for many years to come, or which will produce
annuitous recurrent income to benefit the future activities of the
institute beyond this initial six year Program Plan.
In any event, it can faithfully be
recounted that without the proposed capitalization of the Institute,
none of the proposed activities are likely to be accomplished before the
end of the six-year time frame. In the opinion of a growing number of
geophysical specialists, such a delay could bring forth catastrophic
consequences for mankind.
